Environmental auditing (as
defined by the EPA) “is a systematic, documented, periodic, and objective
review of facility operations and practices related to meeting
environmental requirements”.
The most common type of EPA audit is a “compliance
evaluation inspection.” The protocol for this type of inspection requires
a review and evaluation of records, a walk-through of the facility to
observe work practices and housekeeping, interviews with facility
personnel, review of source monitoring methods and data, evaluation of
installed process and control devices, and possible sample collection.
Additionally, the EPA has recently implemented a plan to simultaneously
review an industry’s compliance status with several environmental
regulations.
A Site Assessment
is designed to identify “Recognized
Environmental Conditions” or RECs. The ASTM defines the term “Recognized
Environmental Conditions” to mean the presence or likely presence of any
hazardous substances or petroleum products on a property that indicate an
existing release, a past release, or a threat of release. Example RECs
include the presence of hazardous waste, solid waste, underground storage
tanks, asbestos, PCBs, lead, and radon.
