Private Businesses and Manufacturing Facilities
E. Cooney Associates is a full service environmental firm specializing in Waste water and Storm water Permitting, Air Quality Evaluation, Construction Support Services, Phase I and Phase II Site Investigation/ Risk Assessment, Underground Storage Tank Investigation and Closures, Contaminant Exploration, Testing, and Remediation, Manufacturing Evaluations and Regulatory Compliance.
Projects have included developing an integrated waste management program, obtaining construction and operating air, water and storm water permits, evaluating air, wastewater, and waste regulatory compliance, designing company environmental management systems, training employees, acting as project manager for groundwater cleanup, site investigations, treat-ability testing, and concept planning, supervising the investigation and removal of underground storage tanks and providing technical support and testimony for litigation.
Park Districts and Municipalities
With over 20 years of experience working with Park Districts and Municipalities, we have participated in numerous informational sessions for residents concerned about area contamination. Dr. Cooney also was a technical expert for in cases involving off-site release.
Projects have included Phase I and Phase II Site Assessments for property acquisition and construction,
underground storage tank removal and cleanup within the LUST Program, public works garage demolition, oversight, remediation, and restoration work conducted within the IL Site Remediation Program,
dry cleaner release cleanup conducted within the IL Site Remediation Program of a neighbor's release of perchloroethylene which migrated into a park, risk assessment for storm water runoff into retention area and issues related to residual soil impacts from urban runoff, Phase II Investigation regarding an adjacent gas station release to determine if contamination migrated onto park property and watershed management and permitting for construction.
Specific Project Examples
Project Name: Former Drafting Graphics, Inc.
Location: Elk Grove Village, IL
Subsurface investigations within the area identified that the historical operations released volatile organic compounds (VOCs), including trichloroethylene (TCE) and benzene. High concentrations were detected beneath a portion of the building (1,800 square feet). Investigation and remediation work was conducted in the Illinois Site Remediation Program. Remediation work consisted of three rounds of targeted chemical injection. In addition, because these chemicals posed a potential risk to the indoor air quality of the facility, a sub slab depressurization system was installed. A request for a No Further Remediation Letter was made. All work was completed within the project budget.
Project Name: Former Scrap Yard
Location: Green Oaks IL
For over 40 years the site was used as an auto scrap yard or a metal salvaging facility. Investigation and cleanup were required by the State of Illinois under the oversight of the Illinois EPA. Site cleanup involved the solidification of lead impacted soils. In addition, scrap materials were segregated on site for possible reuse or disposal.
Project Name: Former Anetsberger Manufacturing
Location: Northbrook, IL
Subsurface investigations within the area identified that the historical operations released volatile organic compounds (VOCs), including trichloroethylene (TCE) and related degradation products. This residential cleanup involved the excavation of over 8,000 tons of impacted soil. Work is being conducted in the Illinois SRP.
Project Name: Norman’s Cleaners
Location: Orland Park, IL
Subsurface investigations within the area identified that the historical dry cleaning operations released perchloroethylene. Investigation and remediation work was conducted in the Illinois Site Remediation Program. Remediation work consisted of targeted chemical injection, excavation of treated soil, and off-site disposal. Work at the site is ongoing. Portions of the work are being reimbursed from the Illinois Dry-cleaner Environmental Response Trust Fund.
Project Name: Wheeling Park District
Location: Wheeling, IL
The scope of work involved in the investigation and cleanup of the Village of Wheeling’s former Village Public Works garage. The project site was enrolled in the Illinois Site Remediation Program (SRP) and Leaking Underground Storage Tank (LUST) Program. Three 10,000 gallon fuel tanks were removed under the LUST program. Soil impacted by arsenic was also remediated. The Park District received NFR letters in 2009 and 2010 for each component of the work.
Property Site Assessments
Thorough due diligence can help to minimize environmental liabilities prior to purchase or sale of property. A buyer or lender can be liable, by virtue or property ownership, for remediation of hazardous substances in the soil and/ or groundwater underlying a site. E. Cooney Associates provides our clients with a detailed investigation that will identify past, current, or potential environmental liabilities.
Our Phase I testing is conducted in accordance with all appropriate inquiry standards given in 40CFR 312 and American Society for Testing and Materials (ASTM) Standard 1527-05. A Phase II is performed as necessary if there are environmental conditions identified during the Phase I Assessment. A property cleanup includes developing objectives, overseeing work needed, documentation and obtaining a 'no further remediation' letter or equivalent.
